I never understood why the title for this movie was "Urban Legend" when there's more than one urban legend in the movie.

The sequels were called "Urban Legends" at least.

Also, the original title for this was "Mixd Culture"? I don't understand that.

It's because is story is about Natalie's Urban Legend being brought to life. The rest of the legends are just for the killer to have fun but the killer was after Natalie the whole time to put an end to their shared past: Urban Legend. U-huh!
