When Frank's dad blundered in drunk in the middle of the night and offered Frank and Malachy "The Friday Penny and die for Ireland" and they refused to take it, what was the meaning behind it?

I know he was drunk and that but does it mean anything to anyone? Is "The Friday Penny" a pledge of allegance to the IRA or something?
