Why do they have a 20th year birthday video out?

The character of Barney is actually older than the PBS series. The videos started coming out before PBS decided to pick this up as a series.

That makes more sense, I just couldn't locate any more 'Barney' pages on imdb, so it made it a little creepy.

Barney used to be "Barney and the backyard gang" before it was picked up by PBS. There are videos of it on Youtube...it's kind of creepy lol
