The guy in the suit is. His name is David Joyner. The voice of barney is Emilio Mazur.

Actually Barney has had many voices and much more costume actors. Currently on the show, he's played by Dean Wendt (voice) and Carey Stinton (body). Emilio Mazur is David on the current episodes.
