I rewatched that scene a few times to make sure and it seems the two perverts Rocco shoots through the glass aren't confirmed to us as heinous criminals.

In the film the Saints and Rocco specifically discuss that the two perverts in the dance house special rooms are not heinous criminals, but since they have such low moral character and are perceived to be scum bags for going to whore house like that they deserved to die anyway.

The scene is a bit ambiguous but it did seem to me that they checked through the peepholes, and whilst they weren't heinous criminals, they did confirm them as scumbags that they recognized. If you disagree, I could accept that though.

There's a deleted scene that explains that one of the scumbags is responsible for the injuring the nun you see in the hospital after the Saints get attacked in the beginning. Thats why (I believe it was) Connor says he's "been waiting for this guy". The other guy, we don't know much about.

The other guy is a pimp who beats his prostitutes, also mentioned in the hospital scene that was cut.

They shouldn't have cut those scenes then. Like the original poster, w/o that exposition, you get the idea that anyone who's looked at a Playboy could be bullet fodder for the Saints, making them less noble.

Yeah, they shouldn't have cut that, although the dialogue from Connor is still there that he's been waiting for this guy. Which makes it seem to me that they're not just killing them because they're at a strip club, dollar dance thing, whatever it is., but that they're actual *beep* they know from the street.
