In the case of jackie jr, i think he believed that being the son of a boss and the kinda step son of ralphie, a captain.....would allow him be given a pass. that things would get straighted out and everything would be ok. i mean thats what ralphie initially wanted.
In real life i'm pretty certain that someone like jackie jnr would have got a pass. tony really pushes for ralphie to kill him, using that reverse psychology. i think it was revenge for what he did to meadow.
his plan was going to the housing project, and hoping that a few days later someone would reach out to him somehow...
Growing up in that kind of environment, it's very provincial. They didn't know how to exist out of the very small world they lived in. Plus these bozo's don't even know how to get a job, let alone work.
