Why is this movie is shot and lit like a Jerry Bruckheimer production?

I like the locations; everything is staged to look kind of road-trip retro and kitschy, and dream-like. Sandy's character seems like some kind of otherworldly creature.

I know the weather is at issue during the film, but there are some weird instances where it seems to be shot with blue filters during daylight scenes for no apparent reason. E.G. outside the airport.🐭
