I'm thinking it was either that or it was supposed to be the two dead bodies of Mary Joe and Officer what's-his-name (stevie says it once at the car smashing scene) floating away after the blue ribbon killed them. It would explain what happened to the bodies, and why there was a random rowboat, but I could be wrong...

Yeah, but, ummm, when you want to get rid of dead bodies, you don't just randomly set them loose in a rowboat for the next set of ferry passengers to discover. Generally, burying them, or sinking them in the bay, now that'd be a good idea.
I'm leaning towards the "meaningless attempt to create a spooky and mysterious atmosphere" theory, myself.
i thought maybe it had something to do with maybe a deleted scene that they did reference later but then cut and forgot to take out...but yeah it could have been bodies i guess
