Actually no, they weren't blinded in one eye. The implant seems to work by monitoring the subject's brain. When something goes off-kilter, it stimulates the optic nerve (that red glow). That light is a trigger to reinforce the programming, to remind the subject that this is wrong.
Unfortunately, the programming's biggest pitfall is that it's forcing a conflict in the person's mind, programming that enforces "perfect" behavior versus the person's true self. That conflict grows until it demands release. Hence, the violent outbursts. Sex is bad, but violence is not.
It does vary however. In Chug, the programming had him wound up so tight that he was not only violent, but twisted to the point where he sexually assaulted Rae and nearly raped her (she obviously told Steve about the incident when he came to her house and saw Gavin's video).
The procedures that the nurse and Caldicott were talking about had to do with the brain. She suggested a procedure that could calm the girl down and stabilize her. Caldicott, who sees Lorna and the others as nothing more than white mice, wants to do an even more invasive procedure and see what would happen. The end result could have been either her death or severe brain damage leaving her crippled for life like his daughter Betty and the Bishop Flats 11.
