Could a voice changer like that be made...
...so I could sound like Burt Reynolds for example?
How would it be done?

no.
that voice changer thing was BS.. even in 2000
I got one that makes me sound like Morgan Freeman, sonny. And one thing about changing your voice that I'll always hold true to - it doesn't change your soul. Funny story that I'll never forget from the local lemonade stand owner who set up shop on the banks of the Ogrechobee river down Yutterby way when I was knee-high to a jockey. He said the world will turn you on your head, if you let it, and all you'll get is ruptured blood vessels in your eyes for your pains.
shareYeah but can you hold a conversation with someone over the phone with it?
sharethis movie is over 20 years old and that technology still doesn't exist.
shareYes it could be made.
shareNo.
shareIt for sure could be made now with all the AI audio tools! Depicted 25 years too early though
shareThere isn’t tech today that can change someone’s voice like that on the fly so you still sound like a normal person
shareIt doesn't have to be on the fly it can be pre-programmed
shareyou wouldn’t be able to hold a conversation with someone over the phone using it
shareI think you would.
Thats how some apps work now. Once it samples your voice it can then translate new words and material in the tone and style of your voice. Its just needs the sample data first then it can generate new speech. Have tried a few apps myself and its scary how good it is. So this device could be a reality now!
