Was Samir Nazhde behind the bombings?
Was he behind the bombings? Did he organize them?
sharecould be, because if you remember the car talking between Hub and Elise then it was made clear that they trained those men how to make bombs and they eventually went out of their control. They arrived in U.S and therefore started bombings. Just that Elise didn't know that Samir would be the last cell, this was revealed at the ending when he started washing himself with that holy water.
One more thing, talking of what you talked - he could have been behind those bombing plans or might be as they said every cell works independent of others. So, he might also be working alone.
Which bomb did he trigger or detonate himself? In other words do you think he put the bomb in the theater?
