After the Bus explodes Hub is in the analysis(?) room giving a pep talk. At the end he says "Oklahoma City, the first 24 hours are the only 24 hours"!

Watch all the news during the first 24 hours of the OKC bombing with numerous reports verified by the FBI.

I think the writer was trying to clue people in subtly.
