Its a matter of irony. Scroop was responsible for Mr Arrow's death which happened in pretty much the same manner. It was fitting and just that Scroop should die the same way.

Except Arrow was sucked into a black hole and Scroop just... spun away.
Come to think of it, so did Darth Vader at the end of the first Star Wars film, but he came back.

shareScroop, when you think about it, is going to suffer greatly - unlike Arrow, who would have been killed very quickly when Scroop kicked him off into the black hole, Scroop is going to starve to death floating out in the Etherium...possibly very slowly depending on his species' dietary needs.
Either way, can't say he didn't get what was coming to him.
They didn't shy away from it in the 1950 version (also released by Disney). In that, Jim shoots Israel Hands in the face (as he does in the book) and you see it. It's virtually bloodless, but there's no mistake about what happened. Also in the 1950 version they make it clear that Silver's actions cause Mr. Arrow's death. But that was 1950.
