Why doesn't Rocksteady ever use his horns to attack?

They're kinda small, but they still look like they could do so serious damage. Isn't goring one of a rhino's main attack methods anyway?

He's tried it a few times, and always got stuck in a wall or something when the Turtle jumped out of the way. I used to play with him like that with my figures. I'd always have him goring.

Oh, and he used them in "Enter, the Shredder" after he and Bebop first became mutants when the Turtles invaded the Technodrome.
