In a lot of European cities, a lot of people don't always have vehicles because of the compact nature of the cities there are very few places to park them. She personally obviously didn't have a car, and even if a friend or two did, it would probably take longer to come, pick her up and get her to her destination...
Also, no money -> no taxi etc...
Basically, if you are in a hurry, sometimes it would be fastest to run...
Where I live in the UK (small city) it would be faster to run from one side of the city centre to the other side, due to the fact that the centre is full of pedestrianised areas and a ton of one way streets that do not make for a straight/fast path - the only other way is to take the bypass around the city centre....
The critical factor here is the incredibly tight time limit - to arrange a ride etc might very well take longer than the amount of time it might possibly save...
Also, when in a csr you have to follow the rules/laws of driving a car. While running, she can go and do anything she wanted (take shortcuts that can be done on foot). She didn't need to slow down at stop signs and look both ways, she didn't need to follow traffic lights or get stuck in traffic. She also didn't need to worry about double parking or parking space. I mean, if you think about it, driving takes a lot longer when you have to get somewhere in a certain amount of time. Like 20mins.
