Do you know what her "mental age" may have been?

I'd say Carla was in between 7 and 10. Some areas definitely seem more, while others closer to 7. Her IQ (and subsequently mental age) put her in the "mildly mental retardation," category. I believe that range also covers mental ages of 8-12, so me seeing Carla around 7-10 also fits. I'm going to put her IQ around 62-64. No, I have no credentials for this, so mind you, this is just a lay-person's estimation based on how the film depicted Carla in many situations. Daniel was also in the mild range too but I'd say more borderline, so maybe an IQ around 68, 69.
