I always noticed that as well. I guess the main Chip had the other Chip dolls disconnected or destroyed so he could be the only one.

Chip Hazard the one that survives throughout the entire movie is not the only one he just doesn't activate all the other Chip Hazard's because HE wants to maintain the leadership of the commandos
shareIt's simple. The main Chip figure was voice activated by the truck driver and he in turn voice activated the other commandos. The Commandos were probably set to respond to Chip's command as a ranking kind of thing. So it wouldn't make sense if the other Chip figures responded to another's command.
