Did Leo steal a police badge?

At the end of the film when Captain Murphy reinstates Riggs and Murtaugh as sergeants again, Leo is seen grabbing a badge from off-camera and clipping it to his jacket. In the final photo, the badge can be seen on his jacket.

Did Leo just take one of the badges that Murphy had or did Murphy give him one? It's stated during the course of the film that he's a private investigator, but, does that earn him an official police badge? In Lethal Weapon 2 and 3, Leo was always trying to get in on the police action (especially in 3), I'm wondering if maybe some subplot about Leo trying to officially become part of the LAPD was cut from the film.

Any ideas?

Please tell me you are joking? Since when can someone 'earn' a police badge by being a Private investigator?
Surely it is quite obvious that Leo who has always looked up to and idolised Riggs and Murtaugh (despite the fact they are horrible to him most of the time) just picked up the badge that was lying about and put it on just because he wanted to get a thrill of wearing a real police badge. He is essentially a quite childlike character who is I guess quite sad and lonely so would get a pointless thrill from wearing a real police badge (which I assume was taken off him as soon as Murphy noticed he had it. Its kind of like a child having a toy police badge and plastic gun
