at the end of the film it turns out riggs ex wife was manipulating this all from the very start, bringing martin and rog together and then leo and eventually lorna, from up in heaven? the cemetery scene with leo.

Victoria lynn riggs works from heaven and places leo with riggs and murtaugh initially so they can stop her killers in lethal weapon 2 and then in lethal weapon 3 she introduces riggs to lorna ...
