He was on some deleted scenes- mostly background. He was supposed to be one of the core group of people who sign a petition to get the Chancellor to step down. Basically the first acts of resistance included JarJar.
Also, in another draft, the new Emperor was supposed to mock JarJar for giving him the emergency powers.
Definitely not a coincidence.
People hated the character and he wasnt necessary to the plot. No way he was sticking around.
Of all the senators in the senate chamber, it had to be Jar Jar that gave the chancellor emergency powers... It is something Padme never wanted, yet there goes her subordinate--Jar Jar speaking in her place. Sigh.
All of a sudden Jar Jar is going to show up in Star Wars Rebels... and I hope Darth Maul takes him out before he meets old Obi-Wan.

Lucas had plans to recreate the original trilogy with cgi gungans edited in place of luke and Leia. It was only after the reception of Phantom menace when he was forced to scrap the idea and subsequently change the padme jar Jar affair where she gives birth to two gungans. Apparently there are some of these early edits hidden away at lucasfilms but theyve been kept secret so no one has seen them

Jar Jar has a great deal of screen time in The Phantom Menace, but he's not in the original trilogy. Most of the characters who don't make the transition from prequels to originals are killed off. Jar Jar isn't killed off, he just fades from prominence. Another character who fades away is the governor of Naboo. He goes from having several scenes in The Phantom Menace, a single scene in Attack of the Clones, then finally a single scene with no dialogue in this film.
