Sorry if this has been asked before, Apparently they've been flushed before when they were partners and Kay use to love it. But in the first MIB I doubt they were flushed with their short time together as partners.
Is it a goof or am I missing something?

He was being sarcastic, look at his face. There is no scene in the first MiB that involves them being flushed.

It's possible they did do that in the past, it just wasn't shown in the first movie (like it happened offscreen).
J knew K for two days. They didn't have some long relationship or history as partners. J was being sarcastic and exploiting K's lack of memory.

share^^This. Even the way J says it shows he was being sarcastic in his speech, he gets serious when he tells Kay not to quit on him.

MiB hq is as far south in Manhattan as you can get. They get ejected into the middle of Times Square, 6 miles away. Helluva long time to hold your breath.
