In the beginning, she flashes the truck driver and it definitely shows breasts. however, she's not listed as showing nudity in the movie, does that mean she had a body double for it?

Surprising, since Tomei was practically naked during the scene in which they found her passed out on the couch. Both Lyonne and Tomei have fabulous bodies, so why not flaunt 'em?eh This film reminded me of Little Miss Sunshine, only funnier and faster-paced. Coincidentally, Alan Arkin starred in both films. Incidental note: With the exception of Tomei and Corrigan, all of the main characters playing Jews are actually Jewish! Yes, even Rita Moreno, who has Sephardic lineage.

A lot of actresses are willing to do any number of scenes in their underwear but prefer to be no more nude than that. It's not so unusual. What's odd is how this affects the way the movie is told. I found it odd at first, and rather distracting, that every nude shot was a plain close up on nothing but breasts. I figure, if you have to make it obvious you're using a body double by only shooting close-ups on body parts, you're better off not having any nudity. I hate cutaway insert close-ups anyway, but if it's simply for gratuitous nudity, then I really don't see the point.
But then, I started thinking, one of the themes of this movie is how we often notice individual body parts, especially breasts, and not the whole person. And by we, I mean people in general, not just men, although it is mostly men who do this, obviously. Ben even says "It's not the face, it's the bod." And Viv is preoccupied with how her breasts change the way people see her, and look at her. So I suppose the use of close-ups on bare breasts can be seen as a statement about how that's all we see of a woman, unless we take the time to look closer. I could be reading too much into it, but Tamara Jenkins seems like the kind of director who wouldn't be showing tits for the sake of tits. I prefer meaning over gratuity, and I like when I'm able to discern it.

Corrigan was indeed playing a Jewish character. He even introduced himself to Alan Arkin: "Hi, I'm your next door neighbor, and I'm Jewish." As was his chracter's name: Eliot Arenson. You must not have paid too much attention to this film! LOL!
I got the impression he was lying to make himself look good. You may be right; I may be crazy.

I think the movie would have been just as fine, without the bare breasts. Were they REALLY needed?

Yes they were needed. Seeing as this is a coming of age film about a girl going through puberty. Girls are rarely represented in this way. Seeing as Viv's breasts were a major part of the story yes they were absolutely necessary. This film was all about how people shun and shame girls once they develop and are then pressured to be either the madonna or the whore. So get over your puritanical beliefs about women's bodies.
