C4 makes no sense

We're shown a movie-typical 'hollywood car scene', where Carter shoots a car that has C4 in the trunk, and the car immediately explodes to huge gas flames and clouds. Sigh.

Let's see what Wikipedia says about C4, shall we?

"C-4 is very stable and insensitive to most physical shocks. C-4 cannot be detonated by a gunshot or by dropping it onto a hard surface. It does not explode when set on fire or exposed to microwaves.[13] Detonation can be initiated only by a shockwave, such as when a detonator inserted into it is fired"

Repeating that one part.. CANNOT BE DETONATED BY A GUNSHOT.

Cars also don't usually explode like that, not when they collide into something, not when they are shot at. I guess it could be possible to hit a gas tank in such a way that the heat of the exhaust pipes or something might lit the gasoline, but even then, it would just BURN, not explode.

So, WHAT kind of sense does it make that Carter can make that car explode like that by shooting at it?

Zero kind.

Action scenes help give the writers an excuse to creatively transition from from one scene to the next without having to tell the audience what is happening. It does not always have to make sense. Filmmakers are more inclined to add details to their subject only if it adds to the scene being shown.
