Question about 'Governor' Montero


Besides for the plot reasons, was there any reason for him to wait 20 years before his return to California?

When his "friends" hail him on the beach, they state that the governor has returned.. unless this was a joke at Montero's expense, why would he return as a governor where Santa Anna, who overthrew him and forced him to flee, I assume, still has the power? Gold talks?

I missed if they ever adressed his official status, besides the fact that he apperently was left in disgrace at the Spanish court.

I think the dons who greeted him on the shore were the same people who Montero distributed the lands to before he left. Don Luis probobly used "governor" word for nostalgic reasons and to point out that Montero still was "their" governor.

Why Montero waited for 20 years, my wild guess is that he expected and observed how the situation developed in Mexico and waited for the right time execute. Plus he wanted to raise Elena in Spain.
