As far as I know, he never wrote one. I don't blame him either. The Whitechapel murders were real events, with real victims who left behind real family members, and were so disgusting and horrible in their details that I can't imagine him even trying to come up with a fictional treatment of them. And I'm glad he didn't. I think that such a repugnant animal as JTR is not worthy of being linked with such a wonderful literary character as Holmes. I wouldn't be surprised if other, lesser authors have attempted it though.
On the other hand, strictly as a matter of curiosity, I would like to know if he had any private theories on who JTR was. But I doubt he had any more insight than anyone else in London at the time.
