If you actually look it up (I have, long story) it tells you that Djinn is an old Persian word meaning "a supernatural being with magical powers". In other words, a genie.

Its a Lot more complicated than that,Djinn are Creatures(for lack of a better word Demons) of Fire, they live in our world but are invisible to us although they can see us and if they choose can allow us to see them, they can be either malevolent or Emphatic like Humans they have a choice, of corse it is correct that they can be binded to objects (Not necasarally(sp?) a lamp or a Jewel) and can be asked wishes (I think) of course they usually resent having human masters and therefore twist carelessly worded wishes for their own enjoyment.

There is no clear definition about this in the movie. (Take T2 for example, the T1000 can take their voices and appearance but gets the dog's name wrong). If I had to guess I would say no he doesn't, or he could more easily trick Alex into making a wish when he was the old lady. He just kept asking remedial stuff that didn't work.
