When he steps out, he enters into another world that is controlled by the show. Of course, he thinks he's actually out, but he's still within the Truman world. The Truman world is built within another Truman World, as a contingency plan in case something like this should happen and he decides to leave the world.

I always hoped they would do a sequel to the movie and figured this is how it would go.
shareone of the dumbest things about the film is they showed the studio being positioned right next to iconic hollywood hills.
despite being amongst the most highly valued pieces of real estate in the world, it would be an eyesore and not practical, they would have been much better having this located on a pacific island or a rural location.
Building a big dome like that in LA? Yeah like that would fly. The cost of the land itself would be almost immeasurable. Not to mention building the dome right there would probably displace between a quarter and half a million people. It would have been far more realistic to be built out in the desert. Cheaper land, and all the actors can commute between the dome and LA lol
