And the big question is....

does he ever get the condoms?

I honestly don't know. I remember him kissing Jennifer Love Hewwit at the end but I can't remember... Mind, I watched this over 5 years ago...

he dosen't end up with the condom cuz the condom the cop gave him was giving to brooke later in the movie , in the bathroom which she throws at him when he's argueing with kyle

Brooke throws it on the floor after Brad eventually spurns her advances in said bathroom. And that he does, of course, after realizing Brooke doesn't love him and that he actually loves Leah anyway.

Yes he gets a condom. The police officer (Lee Majors) tosses him one as Brad leaves. He says "hey kid, make her day" then throw him the condom.
