So this film came out 4 years after "Toy Story"...my question is how much time has passed in the movies because it seems that Andy isn't that much older than he was in the first. And his sister still seems to be a toddler.

I would say 8 months at most.

The first Toy Story ended around Christmas of 95 and (to me), it looks like the second movie takes place in the summer of 96.
