I was watching this on the computer, granted I didn't pay 100% attention but I didn't understand anything, I didn't know why hell wanted him (lead his army?), why the other spirit did and so on. I think it was badly written.

Hell wanted Simmons because of his military experience and his killer instinct. They explain that twice as far as I remember, once to Simmons himself and once to his boss.
