Firstly, what was the main villians reason for wanting to aquire cold fusion? I was totally confused with that, and why did he have all this oil stored away and not give it to the Russian people?
and who the hell was that random Russian chick that was helping simon underground with all the wells and stuff? she just kinda appeared, how were they working together?

The Russian Chick was not there for Simon. It was for someone else. They just happened to be there at the same time. The person she was waiting for, wanted to buy paintings.
shareThe villain, Ivan Tretiak was a former communist official who became a billionaire in the oil market after the Soviet Union broke up. He created the oil shortage by storing it under Moscow so there would be political unrest. He was trying to either depose the current President who was a reformer or setting himself up to beat him in the next election. Tretiak was the leader of his own political party.
He wanted the formula for cold fusion for either two things.
1) To bring it to the people of Russia and solve the oil shortage he created. This wouldn't be a very good plan because developing cold fusion for use as a viable power source would take years.
2) More likely he wanted to quash it, at least for the time being, so that he could continue to wield power with his control over oil in Russia. Even though it would take years to develop cold fusion into a reliable source of energy on a large scale it would likely throw the world into economic chaos as energy is a major, if not THE major economic driver around the world.
