I realize that cellular technology was just taking off in the mid-90's but by then certainly the police would have some type of mobile radio or even a cellular phone. Just seems odd they were limited to their dogs and guns.

There was some convenient "our radios won't work in this cement basement" explanation at one point, but it does seem odd that no one inside ever talked to the cops/ SWAT outside the museum at any time. Especially since Sizemore's radio was working fine when talking to his partner when he was in both the main lobby and the tunnels.
