When Santos says these words to the, what? 5 year old girl and then closes his bathrobe it means what exactly?

Now I had to watch the "children's birthday party" scene, where Santos plays the clown, again too and ... there are only little girls, bodyguards and one other old fart.

How did I miss this all these years?
