Steam engines?
The Russians weren't using steam after the 80s, but they were transporting their nukes by steam engine trains?
This will be the high point of my day; it's all downhill from here.

They still used steam engines in the 1980s?
shareChina still uses them. Poland has a few in operation as well. The Soviet Union continued to manufacture them until 1956 and the last ones in use were in the mid-80s in Siberia. Most US mainline steam locomotives were retired by 1960, but a steel and wire manufacturer used one until the early 1980s, and UP has one operational steam locomotive on their roster to this day.
