Seemed like an awful lot of effort just to get a nuke to New York City

Ok I get the fact that they needed to assassinate the Minister so Dusan could be the one to go to NYC with the nuke disguised as his "diplomatic papers".

But couldn't there have been an easier way to get the nuke without going through the whole hijacking part and killing thousands of innocent people in the process? I mean you have the Russian General Kodoroff and the second-in-command that assists Kodoroff in getting the nukes out of the train. With that kind of security clearance couldn't they have fooled their way into the missile base under the guise of a security inspection then made their way out with the nuke?
