Why he didn't directed this movie?

He was busy making Event Horizon.

yeah, I know now. He was asked to return, but he didn't wanted to make the
same movie all over again and chose a different project. Then, John R. Leonetti asked to direct it, and got the job because he was considered integral in the
making of the first movie.
