@Moviexpert-3. If it's an old DVD copy (released in the 90s), I imagine your version is not anamorphically enhanced. The single-sided Region 2 copy I have starts off with the film in a box in the middle of the screen (the equivalent of a 1.85:1 ratio) then expands into a 2.35:1 ratio when the countryside scenes begin, which will fill the screen from side to side as Redford intended (he wanted the Montana scenes to be all about WIDE open spaces). Bear in mind that 2.35:1 ratio pictures are not meant to fill the top and bottom of a widescreen TV as they are very wide pictures.
You should be able to simply zoom into the picture using the buttons on either your DVD player remote or your TV remote to make the city scenes at the beginning fill your screen, but you'll have to readjust the zoom control when it cuts to the Montana scenes or else you'll be missing the sides of the picture.
