Same actor, same name, same location (Vegas)

Yes, same actor and name. Some of "Midnight Run" was filmed in Vegas.

According to IMDb, the movies are not connected.

I assume it was an homage to the Midnight Run character, not necessarily the same guy.

I always thought it was the same guy, Midnight Run is a much better film though.
