What Vincent means is that he isn't one of those people who always know for certain that they'll make it, who never take a big chance, and who always hold themselves back in their actions because they are always "saving for later".
Suppose your dream is to own a bakery, and you have $5000 in savings, and all the machinery and equipment you need to start a bakery cost exactly $5000. Are you one to say: "Okay, it seems I have right enough money, let's buy the machinery and start the bakery now!", or would you rather say: "Hmm, I could buy the machinery and equipment now, but if the bakery fails then I'll have no money left and I'll be completely ruined; what will I live of then? I think I'd better wait 'till a better opportunity."? Would you say the first approach amounts to "suicide"?

Yeah that was the whole point of the movie. The whole human spirit element. The "valids" are supposed to be closer to perfection. This means they should be better physically and mentally, which includes being the most logical and efficient. So they would be raised (and be intelligent enough) to know when it would be logical to (in the swimming example) "swim back" with the appropriate amount of energy to get back. Vincent shows that his spirit will take him further, he will do anything to achieve his goal. He realizes this the older he got. Sometimes human spirit can be more powerful than anything else a human can have in order to achieve their goals.

He realizes this the older he got.This is rather remarkable because usually (in my experience), the older and more successful/established people get, the more cautious (and less risk-taking) they have become. Vincent on the other hand seems to naturally embrace the "stay hungry, stay foolish" motto. :)
