These statistics were based only on their genetical profile, and they were determined at birth. Of course the data would change after 30 years of life, and should be corrected for that*. Furthermore, Eugene was alcoholic, unreliable and suicidal, while Vincent was driven to make his mission a success. Vincent lost many swimming contests but never quit; Eugene lost just one swimming contest and immediately quit. So who would you choose now, taking that into account?
[*] As seen in one scene, the profiles of various Gattaca employees listed a "Genetic Quotient" (GQ) score between 7.0 and 9.0. Vincent's score was 3.7. Jerome's was 9.8, but it said "GNQ" instead of "GQ". It's not explained, but I guess Jerome's score was his GQ registered at birth, and hence uncorrected/not recently measured. When Irene takes Jerome's hair to the research bureau, the test returned a score of "only" 9.3. ("Quite a catch!" says the lady behind the counter.)
