Any guesses? I would guess mid nineties, because although everything seemed pretty old the computer in the Job Club was quite modern.

I don't think those things are old, since they shot the film at northern UK Sheffield, not in a big metropolitan city like London, so you will see even now things over there are no much different or newer than those at that period. As for the computer I also notice it has DOS and it should be about-mid 90's, judging from the music they played, from Hotstuff of Donna Summer(1979), and Flash Dance(1982); also from the introductory documentary film of the first few minutes, it was around 70's (the voiceover mentioned Disco, which was about the time of 70's), and the "25 years later" add it up to about mid-90's.
