'off-side' is the most controversial rule in the game of football. it's laws are changed season to season. so i won't explain that fully, i'll let the FA explain....
Offside position
It is not an offence in itself to be in an offside position.
A player is in an offside position if:
he is nearer to his opponents’ goal line than both the ball and the second last opponent
A player is not in an offside position if:
he is in his own half of the field of play
or
he is level with the second last opponent
or
he is level with the last two opponents
Offence
A player in an offside position is only penalised if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by:
interfering with play
or
interfering with an opponent
or
gaining an advantage by being in that position
No offence
There is no offside situation if a player receives the ball directly from:
a goal kick
or
a throw-in
or
a corner kick
Infringements/sanctions
For any offside offence, the referee awards an indirect free-kick to the opposing team to be taken from the place where the infringement occurred.
the 'arsenal off-side trap' is what arsenal was famed for trying to enforce the rule in the 90's. tony adams was the captain of arsenal. the hand waving 'bit' is the players (including adam's) trying to alert the attention of the linesman (referee's assistant) that the player is 'off-side'.

Well, thanks all these years later for explaining what off side trap is.
I am watching the movie now and realize Horse is talking about a play by Arsenal.
But gimme a break. Who names a team "Arsenal?" That is where the confusion sets in with Americans. We had no clue who Arsenal was unless you are a soccer player I guess.
Anyway I looked it up a few years ago and found out who Tony and Arsenal was.
I am sure many American made movies refer to typically American sayings or people and the rest of the world is like "huh?"
