Favorite scene: 'Tamazula? It's that bus over there!'

Anyone know the name of the guy who Matthew Perry talks to in this scene? I LOVE IT!! I'm from South Texas and that older gentleman looks like he just walked off the streets of Mexico...was wondering if he was a crew member who they asked to be in the film last minute. Just curious. ;-)

I don't know who the actor is or anything else about the scene, but I agree that is a most memorable scene in this flick.
