Because he wanted to play with him, have some fun. Thousand of years old, he gets bored.

The blank bullets and gun were pre-set up by Azazel, so it makes Hobbes look worse for having shot him.
Better yet, why didn't Hobbes just shot to wound? Disarming the teacher? Kick the gun away and problem solved.
And if it wasn't supposed to be a suicide by cop, then why the blanks in the teacher's gun? If I was going to do suicide by cop I'd put blanks (or nothing) in the gun to ensure I wouldn't hurt the cop and just have him/her shoot me. Blanks in the gun make it look more like suicide by cop, not less.
Cops don't shoot to wound. Cops are trained to kill (lethal force) when they pull out their gun.

The problem is he most likely thought he was killing Azazel, which would make sense as to why he shoots him to kill. If not, then the paramedic or next guy to touch him, Azazel could just transfer. Of course then the girl comes up afterwards and basically spoils that theory for him.
