Did Archer really mean that when he said it (because he could have the authority to fire the warden) or was he just trying to say something that Castor would say?

Yeah I guess they had to portray the warden as a sick POS so that it would be justified when he was killed. (Or I'm guessing it was implied that the prisoners killed him)

Also to make things more difficult for Archer. If the warden was some reasonable guy, he could've convinced him to contact FBI or something and at least tell the bomb location.
