If they knew Castor Troy was taking off in the plane...

and already had the under cover agent ready for them, why was there pilot ready for take off? Wouldn't it make sense if they had another undercover agent as the pilot, and it never actually takes off and wait until back up arrives?

Oh well, fun movie.

It was a very last-minute op; they only found out about it right when Pollocks paid for the plane, which was probably under an hour before Castor arrived. Perhaps the female agent was already there on another mission before they quickly switched her over, and didn't have time for any others...?

Or maybe it just super doesn't matter to the goofy plot :P
