Attempted to kill Sean Archer, accidentally killed his son.
Groped a (possibly underage) girl.
Shot a civilian pilot.
Shot a man's ear off.
Murdered, or was accessory to the murders of, Anderson, Montgomery, Berkeley, Pinkus, Jenelly and Winters.
Planned to kill thousands with a bomb in the LA Convention Center and only disarmed it after a previously unforeseeable change in his circumstances.
Slept with Dubrov's wife.
Burned Miller, Tito and the doctor alive.
Stole another man's identity.
Manufactured a way to let his criminal brother go free.
Raped Archer's wife.
Gave Archer's young daughter a knife.
Led a trigger-happy raid on the house where his own wife and infant son lived.
Possibly attempted to shoot his wife and/or infant son.
Shot a Federal Agent.
Killed the Director of the FBI and covered it up.
Used Archer's wife and daughter as hostages.
Was accessory to the murder of his own wife.
Shot two FBI agents.
Stole a boat.
Shot at civilians.
Killed about 5 members of the Coast Guard and destroyed their boat.

Which of these do I think is the most evil? Well, the bombing had the potential to be the most evil but, since that didn't work out, the most evil thing now is probably killing 16 officers of the law and a doctor.
