In a recent episode of This American Life, "Cops See It Differently," either Pt. 1 or Pt. 2, cops say that criminals regularly say "I can't breathe," and cops don't believe it in a crying-wolf sort of way. It's suggested that they take these comments seriously to prevent potential deaths, even if death is perceived as unlikely. I don't think the cops were being negligent; I think it was a result of dealing with so many people they saw as dishonest.

he wasn't running or fighting, OK maybe he wasn't kissing police butt they way the cops wanted, but I saw nothing in the cigarette video that justified any violence, write the guy a ticket
