I guess you're asking about this Spanish ballad called Cucurrucucu Paloma(Cucurrucucu,the sound a pigeon makes...and "paloma" would relates to "speak" I suppose),sung by Caetano Veloso. The interesting thing is,it also can be heard in Almodovar's Talk To Her.

That's right but paloma means pigeon and Caetano Veloso is brasilian. He sang it beautifuly.
