when Russell is going to withdraw the money, but stops when he notices the random man who may or may not be involved with it all... was he? I never did find out if he was

That's the thing he doesn't know, maybe, maybe not. I am guessing he was just paranoid.

No, definitely not. That guy was just a character they out in that scene to add suspense....to make you wonder if he was in on it since we knew that those people supposedly were watching it all.
My opinion is this... There were only 4 people apart of that gang--- 1) Red Barr (the leader) 2) Earl 3) Billy and 4) Al.

No he's there to just further emphasize how paranoid, confused, stressed and isolated Russell is.

Just like the people at the diner. They had nothing to do with it but the way it was filmed made you think they were up to no good.

I suppose it's always possible Red paid him off to keep an eye on Russell for him citing some other situation, the guy may not have even known Russell saw him as a threat.
